The $2,000 park-dedication question

During the Elevage review in December 2022, Suzanne asked how long East Bethel had used the $2,000 residential park-dedication amount. Staff said the figure dated to 2007. She said the amount no longer appeared sufficient and later opposed an Elevage final-plat amendment, citing both community character and park-fee concerns.

Raising park fees and adding trail funding

In September 2025, Suzanne said the park budget did not provide enough money for improvements she wanted the City to be able to make. She supported adding a trail fee and suggested increasing the single-family park-dedication fee to at least $4,000; she also questioned whether the commercial amount should increase.

Avoiding taxpayer subsidy of development amenities

When the Council revisited park and trail fees in November 2025, Suzanne noted the cost of trails, questioned why sidewalks had not been included in more new developments, and said the proposed trail contribution did not appear large enough if taxpayers would later have to make up the difference.

Fee versus actually building the trail

At the December 2025 public hearing, she questioned whether the cash-in-lieu trail fee was high enough and raised the possibility that developers could simply pay the fee rather than construct a trail. She suggested considering a development-size threshold that would require trail construction in some projects.

Following the money into the park system

In February 2026, during a Viking Meadows playground purchase, Suzanne asked how much the development had paid in park-dedication fees; staff reported $162,000. She also asked where the new zipline would be placed.
